Only recently did Lisa Vargas realize there might be something to the adage “shoes make the outfit.”

“Up until a friend of mine gave me a couple of really nice pairs of shoes, I only owned two pair — black and brown,” said the 25-year-old, adding that now she regularly notices other women's shoes. “My collection has expanded, though not as quickly as I'd like. But I'm working on it.”

In the meantime, flirty frocks rule her wardrobe.
